A question with monotheists.

Governments, which are run by ordinary people, are not almighty and creater of universe, as such they cannot create people with programmed minds and behaviours which are not harmful to humanity.  Therefore, they are bound to make laws. But the creator of universe named Jehovah and Allah must have created people with pre-programmed brains of good behaviour and stopped creation of Kafirs and Satans. Therefore, first creating Kafirs and Satans and thereafter creating killers of his own creatures cast doubt on the integrity and might of either Jehovah or Allah.

Mr. Mullah Maudoodi due to lack of knowledge and research as well as his own self promoting schemes never wrote the truth anyway. His translations of the Quran all also half truth.
The seven layers are the atmospheric layers above us. Consult any good geography book. The stratophere is just one and the ionosphere is the other.

65:12: [Allah is He Who created seven Firmaments and of the earth a similar number. Through the midst of them (all) descends His Command: that ye may know that Allah has power over all things, and that Allah comprehends, all things in (His) Knowledge.]

My Response: Whether belief in it (seven earth inhabited by human) is an act of faith or reason based on translation or whehter Maulana Maududi did not see the fact, so he ran after fiction or whether knowledge in it is an act of enlightening oneself, I don't know. But based on this above verse, unknow cant be known becase this verse does not talk about seven earth as it appeared to you that Maulana Maududi might have said such thing without providing any of his proof. If science is belief in it is an act of faith then let us find it out.
 
I think that the unenlightened who bows in apprehension or awe (for fear or for reward to go to heaven and hell (21.30) which does not exist in quran in my view) before the image of an "unknown Allah" (not knowing Allah's attributes) may be rendering all the worship or pray he knows; but the soul that finds its sublimity (divinity) by knowledge and love has communion of another kind of Allah (the soul of universe, the beauty of Allah's creation - to keep it pristine form; hence we pray, adore and worship - to prevent qiyamath on earth). So the worship which many render to the unexplained, the cataclysmal (change in the earth's crust) — this is the awe that is born of ignorance, no doubt. 
 
In quran say "And do not follow (blindly) any information of which you have no direct knowledge. (Using your faculties of perception and conception, you must verify it for yourself). In the Court of your Lord, you will be held accountable for your hearing, sight, and the faculty of reasoning." [17:36]
 
The book of Quran is not a scientific book nor anyone is claiming it is as such. However, the Quran contains few verses that can't be understood without scientific knowledge; hence these verses of quran's revelation are scientific. And the verse 65.12 is one of them that Mr. Asghar has brought out to us for his intended (presumably!) clarification, and though I do appreciate for his cool temperment indicates his post-judice (not prejudice - led by likes and dislikes) stance. I don't know whether "Our-wills-are-ours-to-make-them-thine" has found its convert to its own ideas or not but I am very much delighted to know that his post-judice stance is quite telling. I reached this(his post-judice stance) conclusion based on choosing of his wording.
 
Now let us see what the verse 65.12 has to say about based on scientific discoveries. It is a great miracle that these facts, which could not possibly be discovered without the technology of the 20th century, were explicitly stated by the Qur'an 1,400 years ago. Fourteen centuries ago, when the sky (heaven as translated in quran in english) was believed to be one unified body, the Qur'an miraculously stated that it consisted of layers, and what is more, "seven" layers and what is more, assigned each layer of sky's own unique duty or unique funtion.(41.12) And these duties or functions are ranging from forming rain to preventing harmful rays, from reflecting radio waves, to averting the harmful effects of meteors(in 41.12 meteors implies missiles). Modern science, on the other hand, discovered the fact that the atmosphere surrounding the Earth is made up of "seven" basic layers only very recently.
 

The word "firmament" (asma), which appears in many verses in the Qur'an, is used to refer to the sky above the Earth, as well as the entire universe. Given this meaning of the word, it is seen that the Earth's sky, or the atmosphere, is made up of seven layers.

 
One fact about the universe revealed in the verses of the Qur'an is that the sky is made up of seven layers and the earth is also made up of seven layers as well.
 
 The seven firmaments (as-ma) are the seven layers of the Earth's atmosphere. these are defined as the following: Troposphere, stratosphere, mesosphere, thermosphere, exosphere, ionosphere and magnetosphere.
 
And of the earth a similar number means it has seven layers as well which are defined as the following: crust, litoshpere, upper mantle, astenosphere, lower mantle, outer core and inner core. 
 
For your information, please find below the surah An-Nabaa: 21.30 where described earthly hell.
 
Truly Hell is a place of ambush.
For the transgressors a place of dwelling.
They will abide therein for ages.
Nothing cool shall they taste therein, Nor any drink.
Except boiling water, and dirty wound discharges.
An exact recompense (according to their crimes).
For that they used not to look for any account.
But they (impudently) treated Our signs as false.
And all things have We preserved on record.
So taste ye (the fruits of your deeds);
For no increase shall We grant you;
Except in Chastisement.'

Oh Allah please tell to your all chosen-men or Prophets that their majoirty followers don't understand your revelations either intentionally or unintentionally and consciously or unconsciously and for fear or for reward, or in the name of progress, they are destroying all of your creation along with all of us. Ameen.
